What this site is

Paper Trail Auto is an independent reference site about checking a used vehicle against public records and documents in the United States — VIN decoding and title history, pre-purchase inspections, safety recalls and technical service bulletins, vehicle service contracts and certified-pre-owned programmes, dealer paperwork and title transfer, and the arithmetic behind repairing or replacing an older car.

It is written by one person. It is not affiliated with, endorsed by, or speaking for the National Highway Traffic Safety Administration, the US Department of Justice, the National Motor Vehicle Title Information System or any of its approved data providers, the Federal Trade Commission, the Environmental Protection Agency, any state motor vehicle or titling agency, any vehicle manufacturer, dealer, dealer association, insurer, inspection service, or service-contract administrator or seller. Agency, company, and programme names are used only to identify the rules and systems being described.

Nothing is sold here. This site does not sell or resell vehicle history reports, service contracts, warranties, insurance, or inspections; does not accept commissions on any of them; and does not run, review, or arrange inspections or claims on anyone's behalf.

No professional advice

Content here is general information, not professional advice.

Specifically, nothing here is a mechanical opinion about any vehicle. No article can tell you whether a particular car is sound, safe to drive, or worth its asking price. That requires a qualified technician physically examining that vehicle. Descriptions of what an inspection covers or what a symptom can indicate are background for hiring and reading an inspection, not a substitute for one, and nothing here is an instruction to perform or skip a repair.

Nothing here is legal advice, and reading it creates no attorney–client relationship. Titling disputes, odometer fraud, misrepresentation by a seller, lemon-law claims, denied service-contract claims, and finance and add-on disputes are governed by state statutes and by the contract you signed, and need an attorney licensed in your state.

Nothing here is financial, insurance, or tax advice. Whether to buy a service contract, GAP coverage, or any other optional product, and how to finance a vehicle, are decisions this site does not make for you.

Accuracy and currency

Guides are researched against official sources and dated on publication. Even so:

  • Vehicle rules change, and some are litigated. Federal rules can be published, challenged in court, stayed, vacated, or withdrawn — the FTC's CARS Rule was vacated in January 2025 and removed from the Code of Federal Regulations in February 2026, while the separate Used Car Rule at 16 CFR Part 455 remains in force. Recall campaigns, remedy availability, service-contract terms, state titling fees, temporary-tag periods, and inspection requirements all change on their own schedules.
  • Public databases are incomplete by design. NMVTIS reflects what states, insurers, junk and salvage yards actually reported; NHTSA's recall lookup reflects campaigns filed for that VIN. Neither is a complete record of a vehicle's past, and a clean result is not a guarantee.
  • A guide reflects the situation at the date shown on it, not necessarily today.
  • Errors happen.
